What We Fund The Council provides services and funding for art and cultural activities in Alabama. Consistent with its charge from the Alabama Legislature, the Council has adopted a number of programs to address the needs of the arts in Alabama. These programs aid large and small cultural institutions, local arts councils, emerging and experimental arts groups, traditional folk arts, arts in education, creative and performing artists, as well as a wide variety of community and statewide projects. Programs are provided for both organizations and artists. Programs and eligibility requirements for organizations are explained in detail in our Guide to Programs. Eligibility Organizations are eligible to apply for funding support of arts activities taking place in Alabama if the organization is legally domiciled in Alabama, and meets either of the following qualifications: (1) The organization is non-profit with a determination letter from the Internal Revenue Service declaring the organization exempt from federal income tax under Section 501(c)(3) of the revenue code (2) The organization is a public institution (such as an elementary or secondary school), a school board, a local county governmental agency or a college or university. Private educational institutions must be non-profit and meet the tax-exempt requirements described above. The Alabama State Council on the Arts does not fund:
